On 15 July 2025, Victoria’s Department of Health confirmed that 830 families have been contacted and 800 children are now being urged to undergo precautionary screening for sexually transmitted infections (STIs) following the extension of investigations into a former early childhood educator.

Families are being directly contacted and supported through the department’s response line (1800 791 241), which has experienced high demand.

Four new services were added to the investigation on 15 July 2025:

  • Kids Academy Waratah Estate, Mickleham
  • Milestones Early Learning, Tarneit
  • Milestones Early Learning, Braybrook
  • Milestones Early Learning, Greensborough

This brings the total number of affected long day care services to 23.

One previously listed service Papilio Early Learning, Hoppers Crossing was removed after it was confirmed the accused did not work there.

Provider and Community Guidance

Families are being requested to follow these steps:

  • If your child attended one of the 23 identified centres during relevant periods, expect direct communication from the Department of Health.
  • Follow testing guidance promptly. Testing is free, confidential and precautionary.
  • Emotional and mental health support is available via 1800 RESPECT, Kids Helpline, and Lifeline.

Services are being requested to:

  • Review employment records in line with the updated list.
  • Cooperate with regulatory and health authority investigations.
  • Communicate regularly and clearly with families about safety, support and procedures.
  • Maintain a trauma-informed, family-centred approach to care and engagement.

This latest development follows confirmation from Victoria Police that the former educator, Joshua Dale Brown, worked at multiple sites across Melbourne between 2017 and 2025. The list of services and scope of exposure has grown as records are reconciled.

If you, or someone you know, is impacted by child sexual abuse or online exploitation, support services are available.
