South Australia TAFE major legislative reform

The Malinauskas Labor Government is continuing its commitment to rebuild TAFE SA, taking the next critical step by proposing changes to the TAFE SA Act 2012 to modernise the institution and prepare it for the state’s future training and workforce needs.

The proposed reforms are now open for consultation with key stakeholders. They reflect the priorities outlined in the TAFE SA Roadmap for the Future and aim to ensure TAFE SA can be more agile and responsive to South Australia’s emerging economic and social needs, particularly in priority industries such as construction, defence, and early childhood education.

One of the most significant proposed changes is the transition of TAFE SA to a statutory authority. This shift would better position the institution to serve the public interest, delivering high quality vocational education and training while aligning with the South Australian Government’s strategic objectives.

Becoming a statutory authority will empower TAFE SA with a clearer mandate and more targeted governance structure. It will enhance the provider’s ability to support government priorities, such as the urgent need to grow the early childhood workforce by ensuring legislative flexibility and accountability.

These legislative changes build on achievements by TAFE SA under the current government. Enrolments are up 15% since 2021–22, and more than 17,000 South Australians have accessed Fee Free TAFE places, collectively saving over $37 million in student fees.

TAFE SA was recently named Australia’s Large Training Provider of the Year for 2024, recognising the organisation’s revitalisation and its growing impact on learners across the state.

Consultation on the proposed legislation will include government bodies, unions, industry representatives, First Nations organisations, and the TAFE SA Board. Topics for review include modernising TAFE SA’s legislated purpose, improving transparency and accountability, and ensuring a strong alignment with government priorities through mechanisms like a Ministerial Statement of Priorities.

Following the consultation process, a final Bill will be drafted and introduced to the South Australian Parliament. These reforms represent the next major milestone in the state’s efforts to provide high-quality, inclusive, and future-focused vocational education for all South Australians.
