Inclusion Support Program enters new phase with updated guidelines and new fund manager

Two key updates to the Inclusion Support Program (ISP) took effect on 1 October, with a focus on improving clarity and continuity for early childhood education and care (ECEC) services.
From 1 October, Deloitte assumed responsibility as the new Inclusion Development Fund Manager (IDFM), overseeing the assessment of funding applications and recommending outcomes to the Department of Education.
The existing toll-free phone number 1800 824 955 remains in operation, and services can now access information via Deloitte’s dedicated IDFM website.
In addition to the transition to a new fund manager, the Department has released updated Inclusion Support Program Guidelines, designed to:
- improve readability and accessibility
- clarify program requirements
- support more consistent and high-quality inclusion practices across the sector
The updates do not reflect changes in policy or eligibility but aim to simplify processes and provide a clearer framework for services and stakeholders engaging with the ISP.
For ECEC services currently receiving inclusion support, access to assistance remains unchanged. The Department has reiterated that service continuity is a priority during this transition period.
Services seeking additional assistance are encouraged to contact their local Inclusion Agency, which continues to offer tailored support to help embed inclusive practices in early learning environments.
