Business activity directions now in effect for Victoria impacting ECEC

Victorian Premier Daniel Andrews has thanked Victorians for their understanding and patience over the past week as the Government worked with sectors, industries and unions to map out the transition to Stage 4 restrictions, including the permitted worker system, and the need for those parents needing to access early childhood education and care (ECEC) to have a second permit. 

“No process like this can be perfect but we will continue to work together in the coming weeks” the Premier said. 

Effective 11:59pm 5 August, on-site business activity across Melbourne is now limited to permitted industries as part of a comprehensive effort to reduce movement across the city and slow the spread of COVID-19, after the Chief Health Officer’s directions came into effect. 

The Stage 4 restrictions on businesses will see hundreds of thousands of workers staying home rather than moving around the community with all employees who cannot work from home now required to obtain a permit to confirm that they are working in a permitted industry.

As a result, access to ECEC is also restricted to permitted workers – whether working on-site or from home – where there is no one else able to supervise their children, and to vulnerable children also.

The decision about where to draw the line on different categories of jobs, the Premier said, “can never be simple or easy but there is no alternative but to take these steps”. 

Through taking unprecedented action in limiting the movement of people, and therefore limiting the movement of the virus it is hoped that case numbers will drop to significantly lower levels.

The Government said it will continue to consult with industry and workers and be guided by expert health advice as Victorians navigate the restrictions over coming weeks.
