A new path forward: Australia’s First Nations Education Policy emerges to reshape learning for First Nations children

The Australian Government has opened public consultation on a landmark national policy aimed at transforming education outcomes for First Nations learners: the First Nations Education Policy (FNEP). 

 

The FNEP seeks to establish a unified national framework to support First Nations students from early childhood through to school completion and beyond into vocational or tertiary pathways. 

 

Through the Policy, the Government aims to:

 

  • Define national aspirations and shared priorities for First Nations education. 
  • Translate existing national commitments, such as the Better and Fairer Schools Agreement 2025–2034, the National Aboriginal and Torres Strait Islander Early Childhood Strategy, and the National Agreement on Closing the Gap, into concrete action. 
  • Improve educational experiences and outcomes across early childhood, schooling and post-school pathways, recognising the diverse contexts across states and territories. 

 

The Policy is designed to be responsive and adaptable, reflecting the unique needs of different communities, including those in remote, regional and metropolitan areas. 

 

By embedding equity, cultural respect and tailored support across early childhood care, school and post‑school education, the FNEP aims to close these gaps over time.

 

In support of the Policy development, the Government has committed funding to multiple initiatives, including support for scholarships, culturally responsive teaching, language and literacy programs, and partnerships with First Nations organisations.

 

Submissions are open for First Nations peoples and other interested stakeholders to provide input on the Discussion Paper that will inform the final Policy. Submission formats are flexible (written, audio or video) to ensure broad accessibility. 

 

This consultative approach aims to place First Nations communities at the centre of policy design, ensuring that their voices, perspectives and aspirations shape the national framework. 

 

Once finalised in 2026, the FNEP will provide the foundation for coordinated and culturally responsive educational reform across early childhood, school and post‑school education. 

 

For early childhood service providers, educators and stakeholders, the proposed FNEP presents an opportunity to rethink and enhance how early learning, care and preparation for schooling are delivered, especially for First Nations children.

 

The Government’s decision to open the policy consultation is more than procedural, it represents an opportunity to reshape the trajectory of First Nations education across Australia. Stakeholders from service providers, educators, researchers, advocates and First Nations communities are encouraged to contribute.

 

By engaging in this process, the early childhood and broader education sectors can help build a framework grounded in equity, respect and opportunity, reflecting the diversity and strengths of First Nations learners and communities.
