Leadership transition in SA Cabinet brings potential shifts in early learning policy direction

South Australia is set for a significant Cabinet reshuffle following the announcement that Deputy Premier Susan Close and Treasurer Stephen Mullighan will retire from State Parliament at the March 2025 election.
Premier Peter Malinauskas confirmed both ministers will stand aside from Cabinet immediately, describing the move as an “orderly renewal” ahead of the election. The full reshuffle is expected to be announced imminently.
While the immediate impact on early childhood education and care (ECEC) operations is minimal, sector stakeholders are watching closely for signs of policy redirection or leadership changes that may affect funding, regulation and workforce planning.
Dr Close has held a range of senior portfolios with relevance to early learning, including Minister for Education and Child Development under the former Weatherill Government, and more recently, Minister for Workforce and Population Strategy, Industry, Innovation and Science.
Throughout her tenure, she has championed initiatives aligned with ECEC priorities, including the introduction of phonics checks in Reception, the rollout of STEM infrastructure in public schools, and advocacy for universal access to three-year-old preschool. She also contributed to broader reform in biodiversity, higher education and emissions planning.
As Minister for Workforce and Population Strategy, Dr Close’s portfolio intersected with ongoing challenges in ECEC workforce recruitment and retention. Her departure raises questions about the continuity of strategies to address critical shortages in this area.
Treasurer Stephen Mullighan, while not directly linked to ECEC portfolios, has overseen South Australia’s fiscal strategy, including funding allocations relevant to family services and education. His exit may signal shifts in economic priorities that could indirectly affect the sector.
The Premier praised both ministers for their contributions, noting the opportunity to introduce fresh leadership ahead of the election.
ECEC leaders and service providers in South Australia and beyond will be watching the upcoming Cabinet announcements closely, particularly any changes to portfolios connected to early education, workforce strategy and regulatory reform.
