National tool helps chart career pathways in early childhood education

Jobs and Skills Australia has launched an online tool designed to help Australians better understand how vocational education and training qualifications connect to employment opportunities, including within the early childhood education and care (ECEC) sector.
The Training to Occupation Pathways (TOP) dataset maps the links between VET qualifications and the occupations they may lead to, giving users a clearer view of how training choices can translate into real career outcomes.
For a sector continuing to navigate workforce shortages, evolving qualification expectations and increasing demand for skilled educators, the tool offers a timely resource for individuals, career advisers, employers and workforce planners.
A clearer view of ECEC career pathways
For early childhood professionals, TOP provides a more transparent way to explore how qualifications may support entry, progression and mobility across the sector.
This may include understanding which qualifications align with educator, lead educator, educational leader or centre leadership roles, how higher-level qualifications build on Certificate III or Diploma foundations, and where additional training may open pathways into related areas such as inclusion, family support, child development or community services.
The tool may be particularly useful for school leavers considering ECEC as a career, educators planning their next step, and services supporting staff through professional development and career planning.
Jobs and Skills Australia Deputy Commissioner Trevor Gauld said TOP is designed to support people at different stages of their career journey.
“We want Australians to understand the power of a VET qualification to place you in the career of your dreams,” Mr Gauld said.
“TOP is a data-driven mapping tool, supporting everyone from individuals to career practitioners to identify how qualifications may be used to build on existing skills and experience or which training courses make you job-ready straight away.”
For ECEC employers, the tool may also provide useful data to support workforce planning, role design and professional learning pathways, areas of increasing importance as services continue to respond to workforce pressures and sector reform.
Relevance for early childhood workforce planning
The early childhood sector continues to experience persistent workforce shortages, strong demand for qualified educators, and a need for clearer, more consistent career pathway information.
By showing how qualifications align with occupations, TOP may help providers and leaders have more informed conversations with staff about progression, professional development and long-term career options.
It may also support recruitment and retention strategies by helping prospective and current educators see the breadth of opportunities available within early childhood education and care, from entry-level roles through to leadership, specialist and community-connected positions.
Jobs and Skills Australia has said the first release of TOP will continue to be refined in collaboration with stakeholders, including as qualifications evolve and feedback is received from users.
The tool forms part of JSA’s broader suite of analytical resources designed to help Australians understand labour market trends, training pathways and workforce needs.
Educators, leaders, students and career advisers can explore the Training to Occupation Pathways dataset via the Jobs and Skills Australia website.
