A child-safe approach from the outset
Before an educator is approved to work with a service, Z Staffing undertakes a detailed screening and verification process aligned with the strengthened National Quality Framework, the ACECQA Model Code for Recruitment in Early Childhood Education and Care, and relevant state-based child safety requirements.
The process includes:
- Verification of identity and working rights
- Direct Working with Children Check verification
- Qualification and ACECQA approval checks
- Employment history review
- Supervisory referee checks
- Structured child-safety interviews
- Child protection and mandatory reporting training
- National Child Safety Training requirements
- Professional conduct and suitability assessments
Rather than relying on documentation alone, candidates participate in structured interviews designed to explore professional judgement, child-safe decision making, supervision practices and understanding of mandatory reporting responsibilities.
Beyond recruitment: preparing educators for success

Every educator completes a structured onboarding program covering child protection, active supervision, behaviour guidance, workplace health and safety, professional conduct, reliability expectations and quality interactions with children. Knowledge assessments form part of the induction process to ensure educators demonstrate an understanding of these core concepts before commencing work.
The emphasis on compliance reflects broader challenges across the sector. Between July and December 2025, Z Staffing declined 830 educator applications following its screening process. The majority (61 per cent) declined due to limited practical early childhood experience, while 38 per cent did not demonstrate sufficient knowledge of core sector requirements, including child protection, educator-to-child ratios, active supervision and mandatory reporting. A further 5 per cent were not progressed following referee checks.
Perhaps most strikingly, Z Staffing reports that 86 per cent of candidates declined through its compliance process are actively working with other recruitment agencies, highlighting the variation that can exist in recruitment and screening practices across the sector.
Beyond onboarding, the organisation continues to invest in educator capability through ongoing professional learning, webinars and regulatory updates designed to reinforce best practice and contemporary sector knowledge.
Accountability does not stop after placement
One of the challenges frequently raised by providers is what happens after an educator arrives at a service.
Z Staffing's framework includes ongoing monitoring and feedback mechanisms designed to support accountability and continuous improvement. Services are encouraged to provide feedback on educator performance, while internal systems monitor both quality and reliability indicators. Where concerns are raised, documented escalation and investigation processes guide the agency's response.

This includes information that assists providers with their own record-keeping and regulatory obligations.
The aim is not to replace provider responsibilities, but to make fulfilling them simpler and more transparent.
