Frogtastic Educational Kindergarten and Childcare approval cancelled following regulatory action

The service approval for Frogtastic Educational Kindergarten and Childcare in Bundaberg has been cancelled following regulatory action under the Education and Care Services National Law.
The decision, which took effect on 2 June 2026, followed a comprehensive regulatory process involving the service’s approved provider, Grans & Co. Pty Ltd (PR-00000871).
According to the official cancellation notice, the Regulatory Authority formed the view that the continued operation of the education and care service would constitute an “unacceptable risk to the safety, health or wellbeing of any child or class of children being educated and cared for by the education and care service.”
The notice also stated that a condition of the service approval had not been complied with.
Frogtastic Educational Kindergarten and Childcare (SE-00000513) operated as a centre-based care service located at 294 Branyan Drive, Bundaberg, Queensland.
The cancellation followed what the Regulatory Authority described as a “comprehensive and prolonged show cause process” before the final decision was made.
The cancellation notice identified two grounds for the enforcement action:
- the Regulatory Authority reasonably believed continued operation of the service would constitute an unacceptable risk to children’s safety, health or wellbeing
- a condition of the service approval had not been complied with.
The cancellation was made under the Education and Care Services National Law.
Cancellation of service approval is a significant enforcement action available to regulatory authorities under the National Quality Framework (NQF).
Regulatory authorities have a range of compliance and enforcement tools available to support the safety, health and wellbeing of children attending approved education and care services.
Decisions about enforcement action consider the circumstances of each matter, with children’s safety remaining the primary consideration.
Regulatory decisions such as this highlight the importance of strong governance systems and ongoing compliance monitoring within early childhood education and care (ECEC) services.
For approved providers and service leaders, key considerations include:
- understanding and meeting all conditions attached to service approval
- maintaining effective governance and oversight processes
- identifying and responding to compliance risks early
- ensuring policies and procedures are embedded in everyday practice
- maintaining evidence that systems designed to protect children are operating effectively.
Under the National Quality Standard (NQS), effective leadership and governance play a critical role in supporting safe, high-quality education and care environments.
