ASQA cancels RTO registration and moves to revoke qualifications in major integrity crackdown

The Australian Skills Quality Authority (ASQA) has cancelled the registration of Phytodermal Institute of Beauty Pty Ltd, trading as Southern Academy (RTO 40542), triggering a large-scale review of qualifications issued between 1 January 2022 and 1 July 2025.
The decision, effective from 1 July 2025, represents a significant regulatory intervention and highlights increasing scrutiny of training quality and assessment practices across the vocational education and training (VET) sector.
ASQA cancelled the provider’s registration after identifying multiple breaches of the Standards for Registered Training Organisations (RTOs).
The regulator found the organisation:
- failed to meet core conditions of registration
- issued qualifications or statements of attainment without adequate assessment
- did not ensure learners met all competency requirements before certification
These failures raise serious concerns about qualification integrity and potential safety risks where individuals are certified without demonstrated competence.
ASQA is issuing Notices of Intent to cancel qualifications and statements of attainment issued during the affected period.
Learners are required to respond with evidence demonstrating they were appropriately trained and assessed. Where sufficient evidence is not provided, ASQA may proceed with cancellation.
For the early childhood education and care (ECEC) sector, the regulatory action extends to qualifications within the CHC (Community Services) training package.
The impacted qualifications include:
- Qualifications within the CHC (Community Services) training package may be affected, including the Certificate III in Early Childhood Education and Care, with ASQA indicating a broader review of qualifications issued by the RTO through a Notice of Intent to Cancel process.
ASQA has also identified standalone units that may be invalid, including:
- CHCPRT001 – Identify and respond to children and young people at risk
- HLTAID012 – Provide First Aid in an education and care setting
The ECEC sector is particularly sensitive to qualification integrity due to strict regulatory requirements under the National Quality Framework (NQF).
Invalid qualifications may impact:
- educator eligibility to be counted in ratios
- compliance with qualification requirements under the National Regulations
- eligibility for leadership roles such as educational leader or nominated supervisor
- mandatory requirements for first aid and child protection training
During assessment and rating or compliance checks, invalid qualifications may result in non-compliance findings.
The potential cancellation of qualifications, subject to ASQA’s Notice of Intent process, creates significant consequences across the sector.
For learners, impacts may include:
- loss of employment eligibility
- disruption to career progression
- requirements to retrain or provide evidence to retain qualifications
For approved providers, immediate actions may be required to maintain compliance.
Approved providers should take proactive steps to manage risk:
- audit staff records for qualifications issued by Southern Academy (RTO 40542)
- confirm issue dates between 1 January 2022 and 1 July 2025
- check whether affected staff have received a Notice of Intent
- assess potential impacts on ratios and staffing arrangements
- develop contingency plans where key roles may be affected
- support educators to provide evidence or undertake retraining if required
Given ongoing workforce shortages, this process may create operational pressure. Early action can reduce the risk of compliance breaches.
This case reinforces that qualification integrity is non-negotiable.
ASQA’s decision to cancel registration and review qualifications retrospectively signals a more assertive regulatory approach, with a clear focus on protecting learners, employers and the broader community.
For the ECEC sector, the implications are immediate. Qualification validity underpins compliance, workforce capability and, ultimately, child safety.
