ASIC notice lists Visible Thinking Education Pty Ltd as ‘in liquidation’ as Starting Blocks shows one Victorian long day care service

An entry on ASIC’s Published Notices platform indicates that Visible Thinking Education Pty Ltd (ACN 604 688 575) has moved into liquidation, following earlier restructuring notices in 2024. The provider appears on ACECQA’s Starting Blocks directory as the approved provider for 3 Bees Early Learning Centre in Melbourne’s south-east.

ASIC maintains the Published Notices website as the official platform for external administration and insolvency-related notices that must be published under law.

A listing on that platform identifies Visible Thinking Education Pty Ltd (In Liquidation) (ACN 604 688 575) and notes a trading name: “Formerly Trading as 3 Bees Early Learning Centre”.

The same company name and ACN also appear in earlier ASIC Published Notices entries dated 1 November 2024 and 26 November 2024, each indicating a “Restructuring Practitioner Appointed” status at the time.

On ACECQA’s Starting Blocks directory, the provider is listed as VISIBLE THINKING EDUCATION PTY LTD, with provider approval number PR-40003854, granted 3 June 2015, and a contact address in Kew, Victoria.

Liquidation is a corporate process that affects a company’s financial and legal position. It does not, on its own, confirm the operational status of an individual education and care service on any given day. Families and sector stakeholders seeking current, service-specific information typically need to rely on direct advice from the service and updates from the relevant regulatory authority.

In Victoria, early childhood education and care services operating under the National Quality Framework are regulated by the Victorian Early Childhood Regulatory Authority (VECRA).

If an approved provider is undergoing liquidation or another form of external administration:

  • Check service approval status: Verify whether the individual service is still approved to operate via the Starting Blocks website.
  • Confirm CCS eligibility: Ensure the service remains eligible to administer the Child Care Subsidy (CCS) through Services Australia.
  • Contact the service directly: For day-to-day operational updates, fee queries or enrolment details, contact the service directly.
  • Monitor regulatory updates: Updates on compliance or operational changes may be issued by the relevant state or territory regulatory authority.

While insolvency events are relatively infrequent in the early childhood sector, they do occur and often reflect commercial or operational challenges rather than regulatory compliance failures. Rising costs, cash-flow constraints and shifts in occupancy levels can affect the financial stability of services, particularly for smaller and independently owned providers. Such events underscore the need for ongoing sector support, informed oversight and strong governance at the provider level.
