SA and Happy Haven OSHC enter Enforceable Undertaking aimed at improving compliance
On 7 November 2025, Happy Haven OSHC entered an Enforceable Undertaking with the Education Standards Board (ESB) aimed at improving compliance across their 47 out of school hours care (OSHC) services.
An enforceable undertaking is an agreement between the Happy Haven and the ESB that outlines what actions will be taken to support compliance. Happy Haven OSHC has proactively engaged with the ESB to formalise the Undertaking.
The undertaking will focus on 14 specific actions that address organisational strategy, administration support and oversight, workforce and performance, governance and reporting. As part of the Undertaking Happy Haven will meet with the ESB monthly to review performance against each action.
“Child safety is our highest priority,” Benn Gramola, Chief Executive, Education Standards Board said.
“The Enforceable Undertaking between ESB and Happy Haven is a positive step forward for one of South Australia’s largest OSHC providers and their proactive engagement to improve compliance.”
“If the ESB had concerns that Happy Haven OSHC were not able to meet their requirements under the National Quality Framework the ESB would have taken a different approach.”
“The ESB will continue to work with Happy Haven to ensure the services they operate are safe and compliant with the National Law.”
Staff, families and members of the public are encouraged to report any concerns or complaints about early childhood education and care services.
